Starting this month, Italian Public Administrations have an additional tool to communicate with their users: in fact, starting from 6 June 2023, the National Digital Domicile Index has been available to all citizens , operational and consultable since 6 July.
INAD, as we have said, is the National Index of Digital Domiciles and was established pursuant to art. 6-quater of the CAD allows natural persons, professionals and private law entities not required to register in professional registers, lists or not required to register with INI-PEC, to elect a digital domicile to receive communications having legal value pursuant to art.1 c.1 of the CAD.
The birth of INAD is not unexpected, indeed it was long-awaited. As we have germany whatsapp resource seen, the CAD already envisaged its establishment, alongside the other two national indexes that have been active for some time: the IPA Index (Index of digital domiciles of Public Administrations and public service managers) and the INI-PEC Index (National Index of digital domiciles of businesses and professionals).

Let's start from the assumption that registration with INAD is optional and voluntary; in fact, there is no obligation for citizens, who will therefore be able to freely choose whether to register their digital domicile and use it to receive legally valid communications from Public Administrations .
