The KSL says: we need fire-fighting gloves. The Main Department of Development of the Armed Forces of Ukraine develops the technical specifications. The General Staff includes these gloves in the list and volumes of procurement by the Ministry of Defense, and proves this information by the Ministry of Defense. The Ministry of Defense receives a budget for gloves.
The State Operator of the Rear Areas proves this and transfers funding. The Ministry of Defense purchases according to the technical specifications for 100 hryvnias, and the network is spreading treason, because on any retail site fire-fighting gloves cost 50 hryvnias. So, what about gloves, you ask? In the picture one you see a fire-fighting glove, . For some reason, it is written 6 times Armed Forces special database of Ukraine. According to the technical specifications, this inscription must be applied with a rubber stamp (this is the most expensive method of application). Why is this needed, and how does it affect the functionality of the glove - no one could explain to me. But how does this affect the price, I will explain. Conditionally, this type of application 6 times costs 20 hryvnias.
In Figure 2 you see the reinforcement of fire-resistant fabric with 2 layers of the same fabric. Which is understandable, because it is the thumb and index finger that bear the greatest load. But here the question is, why does it have to be such a complex geometric shape? As a person who has a clothing production, I will say right away that it is not 20% more expensive to pay a seamstress for the operation, it is 2 times more. In Figure 3 you see a tiny triangle. The size of the cell is 5 millimeters by 5 millimeters. The size of the side of the triangle is a millimeter. So I was told very scary stories, how at first this development department took money from manufacturers for the certificate of conformity of the sample, and I was also told how much they paid the acceptance department for accepting products where the triangle was more or less by a millimeter. Or it was in the wrong place, but slightly shifted. In dry matter, what do we have?
According to the current technical specifications
