Continuing its attempts to control abuses committed by active telemarketing companies, Anatel created new measures in 2022, following the movements that have been carried out since 2019. Since 2019, through the creation of the Code of Ethics of the Relationship Sector Self-Regulation Program (PROBARE) , companies in the customer relationship sector have been trying to control abuse by telemarketing companies. Also this year, more precisely on March 29, 2019, in a meeting held with Anatel and the National Consumer Secretary (SENACON), telecommunications how to get usa phone numberservice providers presented the 1st Sectoral Commitment Letter (SEI No. 3957034) on the subject.
However, complaints from customers persisted and as a result, a new call was made by Anatel in which the 2nd Sector Commitment Letter was presented (SEI nº 4202334, 4202102, 4191991, 4197326, 4199043, 4202185, 4200436).
Even so, little has changed and the abuses have persisted, including with the increase in calls during the pandemic, largely due to the difficulty in supervising and controlling the actions taken.
With this, a new action was taken by Anatel, through the creation of the Do Not Disturb System. In it, customers can register their number and block calls to several companies in the financial and telecommunications sectors. The action generated massive results, with more than 9 million registered users to date. Regarding the service, Marcos Ferrari, CEO of Conexis Brasil Digital, says: "The platform is a commitment to the customer who does not want to receive telemarketing calls from these two sectors, so much so that in 2021 the telecom and banking sectors carried out a major campaign on social media to increase the dissemination of "Do Not Disturb".

What changed?
However, the action has not yet achieved the expected result, since it only covers companies that voluntarily joined the service. In addition, some of these companies continue to make calls to users who requested the blocking. Regarding these problems, in memorandum no. 22/2021/EC , the acting president of Anatel, Emmanoel Campelo de Souza Pereira, stated that
"[…] the measures adopted so far, although they have had effects, have not yet fully achieved the desired ends, and it is urgent that Anatel deepen this discussion in order to avoid the perpetuation of a problem that has been dragging on for two years, with a general increase in the volume of calls throughout 2020." In this memorandum, he also recognizes the problem to be faced
"[…] the persistence of an unfavorable scenario for users of telecommunications services, combined with the limitations of self-regulatory actions adopted until now, require prompt reflection and new action by this Regulatory Body in order to change it positively.
